职位描述

MISSION:
To provide commercial leadership to End-2-End Sourcing pillar multi-disciplinary spend categories that are responsible for developing and implementing category strategies and other initiatives aimed at reducing the total cost of ownership (TCO) of categories, goods and services purchased by the organisation. The procurement analyst's role within these sourcing pillar is as a commercial subject matter expert. In addition, the incumbent is responsible for defining and managing supplier performance and productivity criteria and for monitoring and refining implemented strategies, and for providing the link between the category management area and other areas with the supply chain.
Strategy execution monitoring and refinement entails making recommendations and liaising with respective sourcing teams to receive strategic direction. This leads to preparing and issuing of enquiries, analysing responses and making recommendations for adjudication, leading commercial negotiations, and establishing contracts. Escalation issues and other amendments are also managed on an on-going basis.
To perform this role effectively the procurement analyst requires an in-depth knowledge and understanding of the goods and services required by the organisation's. This knowledge is used continuously to recommend and motivate alternative goods and/or services and to ensure the continuity and security of supply of the right quality and services at competitive prices, at minimal contractual risk. In this context, the ability to build constructive business relationships with our partner (business leaders) and player (suppliers) alike is important.

Strategy development: Supports category strategy development processes and implementation and develops contract management tactics.
Category strategy business integration and execution: Supports category strategy execution and manages strategic contracts.

Business management and co-ordination: Identifies capacity and infrastructure requirements. Maintains and provides strategic contract information.

Supports category strategy development processes and implementation and develops contract management tactics.
§ Provides input into category strategy development processes and supports implementation
§ Provides commercial leadership to the category manager during category strategy development phase. This includes:
o Undertaking ad-hoc benchmarking or purchasing studies or investigations into suppliers, materials and costs.
o Providing input into TCO models.
o Conducting analyses of data related to the macro environment, market sectors, suppliers and categories.
o Assisting in establishing end user requirements and in identifying TCO reduction opportunities.
o Recommends commercial approach.
o Recommending potential sources of supply from knowledge of market and existing supplier service levels.
§ Develops contract management tactics
§ Assists sourcing teams with developing a category strategy execution plan.
§ Designs and drives the establishment of systems to monitor supplier performance.
§ Develops systems and processes to ensure the accuracy of demand forecasting linked to key category contracts.
§ Develops strategies and tactics for cost containment on strategic contracts.
Category strategy business integration and execution:
Supports category strategy execution and manages strategic contracts.
§ Monitors category strategy implementation from a commercial and/or contract point of view.
§ Recommends remedial action and obtains approval from category teams for contract review or modification.
§ Ensures category strategy execution by monitoring performance against category key performance indicators (KPIs), specifications, quality issues, and logistics.
§ Defines and clarifies the need for setting up of strategic contracts.
§ Uses procurement and sourcing knowledge to continuously investigate and recommend alternative to reduce the total cost to the business.
§ Analyses the market to recommend potential suppliers. Recommends and manages supplier onboarding process if necessary.
§ Obtains assistance from the sourcing team in ensuring that enquiries include suitable material or service specifications.
§ Directs the contract coordinator to draft the enquiry, with item lists, specifications and other details to ensure competitive, comparable, unbiased quotations from bidders.
§ Ensures governance in competitive bidding policy.
§ Undertakes commercial evaluation of bids on strategic contracts, providing both quantitative and qualitative analysis. Coordinates technical evaluation. Makes written recommendations flowing from the above.
§ If necessary, negotiates with the successful bidders in finalizing all contract terms and conditions.
§ Obtains adjudication panel sign-off.
§ Directs and supervises the drafting and issuing of contracts.
§ Increases the contract base by potential new contract items, and introducing new contracts, where appropriate.
§ Analyses price schedules in respect of supplier claims for price increases.
§ Proposes and agrees negotiation tactics with procurement manager/director.
§ Negotiates with supplier.
§ Recommends accepted pricing and obtains approval.
§ Analyses and actions requests from procurement manager/director, business leaders or suppliers for the adding or deleting items on contracts. Manages contract scope and clause changes.

职位要求

Requirements:
* More than 5 years' working experience in Supply Chain, Procurement, Logistics or related field Finance or accounting knowledge or working experience will be a Plus
* Experience with supply chain management concepts - planning, fulfillment optimization, import/export and domestic logistics
* Proficient in modeling best supply chain options with various supply chain metrics / drivers.
* Ability to handle multiple competing priorities and projects in a fast-paced environment.
* Must be detail-oriented with a demonstrated ability to self-motivate and follow-through on projects.
* Strong data analysis skills, ability to produce, interpret and draw conclusions from data
* Problem solving & Proficient in modeling best supply chain options with various metrics / drivers like Cost, Service, Sustainability
* Experience communicating with senior management as well as with colleagues from both cross-business functions effectively
